This searches for voters that have a mailing address in the voter file, but are not signed up for VBM. They will need to sign up or renew their VBM in order to receive a ballot at their mailing address. I believe the mailing address is only entered if it is different from their residential home address. This would be a way to find snow-birds or college students with a mailing address that is not their residential address.
Step 1: Search for Mailing Addresses
Expand the Addresses section.

Select:
Source: Voter File
Type: Mailing

This will filter it to include only voters with a mailing address.
Add other criteria:
You can add other criteria to filter on such as Dems or County.
The Activist Code: Visibility: * VBM thru 2024 (Public) will filter it to voters who were previously enrolled in VBM.
Step 2: Remove voters who have renewed
Add a Remove Step

Add a Remove Step to the search criteria. This is under Add Step in the bottom right corner. It will expand to show the options. Select Remove Step.
Select the VBM thru 2024 Activist Code
Select the Activist Codes section
Select Visibility: * VBM thru 2024 (Public)

This step will remove anyone who has already enrolled in VBM
