Voter Analysis Tool (VAT) Overview

The Voter Analysis Tool (VAT) is an online resource that offers tools to improve VoteBuilder (VAN) lists, provides lists that VAN does not easily provide, shares colorfulvoter registration and VBM progress charts, and generates slate cards.

Each county should have one VAT Administrator account already set up. The county VAT Admin can add data team members or other precinct leaders from their county.

What you can find on VAT – New Voter Report

VAT is VAN + Changes

VAT has info on which voters changed from month to month, whereas VAN is just a snapshot of the current voter list.

VAT New Voter Report tracks changes:

  • Who moved into a county or precinct
  • Who changed parties
  • Who changed from active to inactive
  • Who just turned 18 and pre-registered when they got a license at 16

VAT’s New Voter Report is designed to help precinct leaders identify new voters in their precinct to contact or other events that would be worth contacting them for. This gives precinct leaders a more specific list of voters to contact in their precinct.

 

Report Request Tool

The Report Request Tool has a drop-down list of all the reports you may download.

Reports may be downloaded in a print format, canvassing format, or as a spreadsheet.

The most commonly used reports for precinct leaders are lists of:

  • New Voters – moved to your precinct or county, plus new registrations
  • Party Changes – voters who changed party affiliation
  • Birthdays – voters having a birthday in the designated month
  • Left-Leaning NPAs – “no party affiliation” voters likely to support Democrats
  • VBM Enroll – the most recent list of those enrolled in Vote by Mail
  • Inactive – voters who have not voted in recent elections and will be dropped if they do not vote or sign a petition in the next two election cycles
  • Dropped – voters actually dropped from voter roles who cannot vote or sign a petition unless they re-register

Other Useful Report Options:

  • New Voter Postcards – an easy-to-read list of new voters, their addresses, and “why” they are considered new
  • Active Voter Analysis – the number of Dems and Reps in each precinct (select Predefined Zones – All Precincts to see all precincts in one list)
  • Email Extract (New or ALL) – current email addresses from Vote by Mail records


Voter Analysis Tool
This runs an analysis of your precinct based on commands given in an Excel file and exports to .csv file. It is used to extract data from VAT using Extract Programs found in the VAT Documentation: Examples section. This tool is used to extract New Voter, Party Changes, and Inactive Status files for the month to bulk upload into VAN.
 
Voter Registration Charts
Analytic charts showing trends in voter registration in your county are available for download. Chart options include:

  • Voter registration by party
  • Active and Inactive counts of DEM voters
  • DEM voter gains and losses by month
  • New voters by party
  • VBM enrollment


Special Reports
This lists:

  • Precinct Maps

Slate Card Generator
The Slate Card Generator will identify the unique combination of elections by precincts for each voter in your county. This function is automatic for well-defined districts such as federal and state congressional districts, commission districts, and school board districts. The District Definitions and Manage Zone Definitions tools are used together to define the district codes from the SOE and enter them into VAT as Zone Definitions.
Zone Definitions are needed to include local election races on your slate cards.


The Slate Card Generator will automatically generate a digital slate card image that looks similar to a ballot and indicates the candidate or position on an amendment that your county wants to endorse. These slate card images can be downloaded for print or stored in the EMS (Enhanced Messaging Service) repository for distributing through texting or emailing.
